[TSVN] increase cache duration for network drives

I like the icon overlays... but they're particularly slow on networked
drives.

Would you accept a patch that increases cache duration/size for
directories on networked drives? It would effectively require the user
to manually refresh - i think it's a fine trade off for making browsing
quicker over the network.
Would that be a difficult change?

PS - I know i can turn off icon overlays on networked drives, and I read
the faq about disabling zip folders - but i want to keep those too.
