It is a feature!

There is a property you can set (and must have) to indicate the maximum
line size of a message. For example, the Subversion devs do not want any
log message to be more than 80-characters wide. When you set this
property, TSVN, places the line in the dialog as a marker of where that
point is so that you know to add a line end.

Stefan has explained in the past why it flashes. I guess it is not easy to
draw the line, so in some cases it flickers.
