I guess we could. When I started TortoiseMerge, I wanted to keep it
completely independent from TSVN so that (if someone takes over) it can
be developed as a standalone application. But now I don't think that
will ever happen so it would be ok to share files between TME and TSVN.

It depends on your mail program and how you attach it to the mail. If
you e.g. name the patchfile 'file.txt' instead of 'file.patch', then
most mail programs just add the file inline because they know it's
'simple text'. And simple text can be converted to be more readable,
e.g. converted to UTF8 as the rest of the mail.
