Aaargh! Thanks Stefan for gently pushing me here - seems I was too
immersed to see the obvious! :-)

If the suggested way of getting valid issue IDs from the issue tracker
through a URL was there it could simply be configured to return ticket
numbers with leading '#'. So it wouldn't even be a workaround but a
reasonable and valid solution.
