I can reproduce this too, same Windows version using TSVN 1.1.0

This only happens from the explorer file menu, not the context menu, and
only if the WC is selected in the left pane, not the right pane.

I can confirm on Win2000PL (build 2195, SP4), TSVN 1.1.0. Menu items reappear if you change to other directory in left pane (directory tree) or select any item in right pane (items list).
