Ok, included it in the build script for the installers. It will ship
with the next release.

A text file might be good for the "standalone" part where we provide a
separate download on our website.
But I think it might be a good idea to also document this in our TSVN
docs, because as the FAQ entry on the Subversion site shows there are
many people who want to have such features. And we should provide good
documentation for such useful features.
And maybe, once that's documented, we can just provide a direct link to
our docs on the SubWCRev download page.
