I had the same problem. It might be a good idea to explicitly add the FAQ: "How do I install TSVN on an NT4 system?"

BTW: First of all, it is necessary to search the web to find a copy of the IE4 installation file. Due to a special setup here, I had a lot of trouble. Finally, I installed version 4.72 of shell32.dll by extracting the ie4shlnt.cab file from the IE4.01 installation archive and running the ie4shell.inf file. Then I fiddled around with the registry to deactivate active desktop, channels, favorites etc. and restore the previous look of the desktop. It might be nice to compile a zip file with shell32.dll (version 4.72) and an .inf file that does nothing else but update the dll...

A few weeks ago I posted my experience with installing TSVN on NT4. I found that at that time only version 1.0.6 of TSVN was usable on NT4. Can anyone else confirm this? Has anyone been more successful with one of the recent nightly builds?
