Right click on file or folder and select properties,
you will find a Subversion tab, from there you can
set your keywords.

Suggest you spend some time reading the docs,
it's mentioned in there:

Lots of good stuff in the docs on setting up a server
in windows and how to branch/merge using TortoiseSVN.
