Help? Don't know if that's possible ;)
Seriously: TortoiseSVN is a _shell extension_! So what do you expect?
It's _not_ a standalone program which you can start from the start menu.
Open up the windows explorer and check out the context menu -
TortoiseSVN has added there all the commands you need.
Oh, and read the docs - that's what they're there for!
