[TSVN] Can't get TortoiseSVN to run on Win2k machine

 I installed Subversion and then installed TortoiseSVN on my Win2k pc, and I can not get TortoiseSVN to run!! I have TortoiseMerge running fine, but not TortoiseSVN. Am I missing something silly? The start menu only has an option to run TortoiseMerge, but not TortoiseSVN. I rebooted - actually uninstalled and reinstalled TortoiseSVN, and still no luck. Please help!
