Please no. I hate that about Explorer. Since the dialog box is modal,
this explicitly prevents you from moving or resizing the window.

I think the best thing to do here would be to have an hourglass only for
the main area of the window (the dialog box that shows the status, for
example), while using a cursor when the mouse moves over the title bar
or the window border.
