This is a Subversion error message. So you might have more luck asking
your question on the Subversion mailing list
(users@subversion.tigris.org). But if you do ask there, you must provide
more information:

- what's the _complete_ error message
- what versions do you use
- how are you accessing the repository (http, https, svn, svn+ssh, file)
- do you have any changes made to your files
