[TSVN] Feature request: Don't install shortcuts if doing an update

Hi,

At the moment the installer always installs shortcuts (in the start
menu), it doesn't even provide an option to disable this.
Would it be possible to detect whether it's a fresh install or an update
and only install the shortcuts if it's a fresh install?
Detection could be as simple as checking for a registry key or checking
for the existance of TortoiseSVN.dll
