Although I generally like your idea, and would like to see it in TSVN,
I would like to point out that you generally should commit separately
conceptually different changes (e.g. fixes for three separate bugs),
not lob them together in a single revision. That way it's possible to
move the via 'merge' to other branches separately if needed.

But, as in the case with the minimum log message length, I think this
is a matter of project policy, not something the client should
enforce; if somebody wants to mention specific changed files, let the
client help him by pre-filling the edit box with a diff of the folder
structure.
