[TSVN] Building TortoiseSVN - what tools?

What tools do I need to build TortoiseSVN?

If I read correctly, Microsoft VC++ .NET (MSVC 7 ?). I saw a mention in
another message that there is a version available for free, but didn't see that
on Microsoft's site (did find a $99 (?) version though) - if it's still
available (and still needed for TSVN) can anyone point me to it, please?
