No, everyone does *not* agree. Required field values only make sense
when you can be sure that you're getting a good value. It's just too
easy to enter 'asfdasdfasdf' as a comment. Instead, your organization
should have a policy on good comments, where you get chewed-out by the
boss if you leave the comment out entirely or fail to write a good one.
But now for those of us who use svn for personal use, we sometimes
commit something just to be sure that it's safe. The work isn't
necessarily in a consistent state where it can meaningfully be described
in a comment, so to be forced to enter one is just annoying.
