No, you can build a new ressource dll directly from smarttranslator. You
don't need anything else.

Honestly I have no good solution for that. I had the same problem with the
german translation, so I copy & pasted the german strings from
SmartTranslator into poEdit.

If you are able to create a bulgarian dll, you could try to run restext on
it. Then you have two PO files. The strings are not in the same order, so
that doesn't help much, but maybe copy & paste is easier then.

Or you could modify smarttranslator so that it creates a PO file from it's
dic file. :-)
