[TSVN] Suggestion for manual: use Cygwin to "wrap" svnserve

The Tortoise manual recommends "firedaemon or similar" for turning
the svnserve program into a proper Windows service. I'd like to
point out a Free alternative -- albeit one that's a bit harder to
install: Cygwin (http://www.cygwin.com/) includes a program called
`cygrunsrv' which does just what we need.
