Well, now I wonder if my initial diagnosis was correct because the console log shows this statement:

copy -rHEAD https://server/svn/project/trunk https://server/svn/project/tags/13

which doesn't seem to imply anything about an additional trunk. However, the dialogs for creating a tag don't really offer any other options and the message doesn't yield any other explanation. Is there somewhere else I can look?
