You probably are not specifying the settings in the right place. If
you are using the JavaHL library, which is the default, then you have
to specify the settings in the place that Subversion stores them.

You have to edit the file named "servers" that is stored in the
Subversion runtime configuration area. On Windows, open the Run
dialog and enter %APPDATA%\Subversion and click OK. Then open the
"servers" file in Notepad.
