It works like that: the commit dialog is modal, it shows the list of
changed files. When you doubleclick on one of the changed files in the
list, a modal file compare dialog pops up showing the changes you made.
In this dialog you may change your file and there are two buttons "Save
changes" and "Cancel".

I don't have it at hand currently, so I may be mistaken somewhere. I can
check it at home a bit later and post screenshots or something if you
are interested.
