When I installed Helios to "C:\Program Files" under Windows 7, the Subclipse plugin installation didn't seem to have any effect.
When I installed Helios to "C:\Users\Me\Downloads" and did the same Subclipse plugin installation, the "SVN Repository Exploring" perspective was visible to me.
This is evidently caused by Windows 7, which now insists on controlling access to "Program Files" (you'll notice if you extract eclipse.zip to "Program Files" that Windows 7 prompts you for authorization).
