The steps I have always taken were:
 - Create new project -> "Check out project from SVN"
 - Select repository, and then clicked next.

What normally has happened is then the new project wizard pops-up and I
create it as a new PHP Project. However, the wizard no longer pops up.

I have verified no such .project file exists within the repository. This is
my problem, I select create new project wizard and the wizard never pops up.

"Add to repository" is something I cannot do. All the code is within SVN. I
need to check it out and insure Eclipse recognizes my project as an SVN and
PHP project. I can use Tortoise SVN to check it out locally, but then
Eclipse won't recognize it as an SVN repository. If I create a project
through the SVN wizard, then Eclipse doesn't recognize it as a PHP project.
