It took a while to find the message, but it looks like it is:
javasvn.upgradeWC You'd need to set a value of false. I am not sure if
it will prevent creating new WC's in 1.4 format but it should at least
prevent upgrading them to 1.4 format.

I'd guess that the property name changes to svnkit.upgradeWC when the
next version comes out.
