OK, I recreated this problem. I will report it to the Subversion
developers as it is a bug in Subversion. The basic problem is if the
Subversion folder exists in %APPDATA%, then it does not ever try to create
any of the contents of the folder. So for some reason, these users must
be getting created with that folder already in place, so it never creates
the content inside it.

If the folder doesn't exist, then the whole structure is created
correctly.
