I see it whenever I open the context menu for a resource (by
"right-clicking" on it). As said before, you can do that on the Package
Explorer, the Navigation view, or even on an opened editor, among
others.

Because it brings me to a known position in the three, from where I can
browse the rest of the repository. Namely, I'm usually interested in
comparing resources in different branches. I don't do this all the time,
but when I do, I certainly miss the features I detailed in my original
post.
