1.3.x should work, it does on Windows at least. We do however include the
JAR from 1.4.x, however I patched the one problem I could find with using
that with 1.3.

Those should give errors as the Java part of the JavaHL code tries to call
an initialization function that was added in 1.3.

The stack trace shows that the error happens when the JavaHL library is
initializing itself. That is why I suspected some kind of library
mismatch or something.
