Fyi:
As Mark said it necessary to version a folder before you can add its
(hole or partly) content to svn:ignore. But when you versions a folder
usually all its content will be versioned too. To avoid this you have to
add this folder to cvn:ignore before you versions it. In this case only
the directory but not its content will be versioned and you can treat
the content as you like (either add to versioning and/or svn:ignore).
By the way with this proceeding also can commit a directory without its
content to a repository. (This was another question concerning
svn:ignore)

It looks like the parent folder is not versioned. You cannot ignore an
item unless its parent is versioned.
