If you are on Windows and using the JavaHL adapter yes. The server
version is not relevant.

This only applies to Windows because that is the only OS for which we
provide JavaHL. Linux and OS X users could have installed 1.4 JavaHL
anytime they want. And they can continue to use 1.3 as well.
