I implemented the stuff as identified but set the warnifnoissue "true"
instead because I don't want people to commit without entering an
evolution/bug report ID.
However, it still committed. Is this my misunderstanding or is this a
"feature" of subclipse? :)

If you are familiar with the bug tracking integration that TortoiseSVN
provides, ours is identical and uses the same configuration.
