Install the svn for Windows binaries and add the bin folder to your path.
Then you can just copy the JavaHL DLL from a Subclipse install to that
same bin folder.

There is also a JavaHL download for Windows on the Subversion site. Same
folder as the other Windows installers. If you download that, after
unzipping, just move the DLL to the bin folder.
