I think I referenced TortoiseSVN has this feature, so yes that is how I
would see it being implemented. If you go to our home page and scroll
down to the bottom there are some linked articles about Subclipse. One of
them is an article by Eugene Kuleshov that describes how to develop
Subclipse patches. That should get you started.
