I get the problem in our 1.1.2 release (which is most current). But I do
not get it when debugging the current trunk code (which does contain a few
changes).

In my debug environment I:

1) Create a repository location with this URL:
http://svn.dojotoolkit.org/dojo

2) Selected "trunk" and took the Checkout option.

3) Checked it out as a "Simple Project" into the workspace.

4) Edited some files in root and sub-folders.

5) Compare with Base worked.

6) Reverted changes in root.

7) Compare with Base still worked.

Let me know if there is something else you want me to test. If not, then
let's just hope the next release will correct it.
