The browse dialog is based on the URL of the connection you have created.
If the connection URL points to the true root of the repository you can
see the entire repository, otherwise you just see what is below whatever
you defined as the connection URL. This is intentional and is very useful
for repositories like svn.apache.org that contain a lot of projects.
