These are controlled by setting SVN properties on your project. You can
set them on any folder as appropriate, but in an Eclipse environment,
setting them on the Project folder makes the most sense.

The property for the wrap-guide is called tsvn:logwidthmarker and you set
it to a value of 80 or whatever you want.

The issue tracking involves several properties. Open the Eclipse online
help and then the Subclipse section. Then click on Tips and Tricks and
then on Issue Tracker Integration. That explains the properties and
points to the reference spec.

Both of these features are shared by TortoiseSVN and Subclipse. Once the
properties are set, anyone using either client gets the features
automatically without doing anything.
