That would be easy enough. If it's a real package, then the menu for
Refactor shows "Rename"; if it's a default package it shows "Convert to
a named package".

Yes and no. That's where this line of thought started for me, but were I
doing this without versioning, I'd still prefer to have a simple rename
rather than a two- or three-step procedure. Adding stuff to version
control automatically is much less desirable than having
already-versioned stuff properly tracked.
