I think it is more complicated than that. Browsing the root works fine in
general, what doesn't work is when you are browsing against just a
hostname.

This works:

svn://host/repos

This doesn't:

svn://host

There has been an open issue for this for http:// repositories for quite a
while. It was low priority since it is really uncommon for Subversion to
be setup that way for http://. It is not that uncommon for svn:// though.
Something must have changed that triggered the bug for svn:// in the latest
releases.
