He's talking about the JavaHL and command line adapters. Subclipse
includes a JavaHL dll built for windows, but for all other platforms,
and for the command line adapter on all platforms, you have to provide
your own build of the Subversion client code. For 0.9.100, that build
must be 1.3.0; for previous builds of Subclipse, it was 1.2.3.
