Why would that be? Once the scan is done, you know exactly what changes
would be made to the set of files being committed based on the
svn:ignore change.

The whole point of the feature request is to avoid the rescan, because
it's _very_ slow for a large working copy.

Would you accept a patch that avoided a rescan? If so, I might take a
whack at it.
