The dialog is functioning correctly. Press F1 and open the Team -> Merge

If you are looking at the history of a branch you can get an error if you
click on a revision from before the branch was created. You can correct
this problem by right-clicking on your repository connection and choosing
Properties. Then click the button to set the root URL and set it to the
URL that points to the root of your repository.
