I basically want to delete local files from the Synchronize perspective
since that saves me having to track them down in another perspective.

The slightly odd, but effective, way this is available w/CVS is to use
"Team->Override and update" from the Synchronize perspective on files
that exist only locally.

If SVN had an explicit "Delete file locally" menu choice, rather than
the ability to "Revert" files that are not under SVN, then that's would
do the trick as well.

"Revert" today works on directory trees *except* if there happens to be
a file somewhere in the directory tree that exists only locally.
