The root url is for repositories with multiple projects mostly. And I
don't think it's really used, I saw
a discussion on this list not too long ago about it. Try searching the
archives if you want more info.

If I had better short (or was that long?) term memory I could tell you
more... :-/

FWIW, set it to the highest node you'd like to be able to browse and
execute switch and merge stuff
with.
