For JavaHL, Subclipse requires Subversion 1.2.x (ideally 1.2.3). It will
not work with 1.1.x. You can install version 0.9.30 if you absolutely
need to stay on 1.1.

The other option is JavaSVN. It has a potentially different configuration
process than JavaHL for SSH.
