It sounds like a bug to me. Feel free to file an issue in the issue
tracker.

I do not use the Synch view very often, but when I do, I just use the
compare editor to preview differences. Even if there are conflicts, i
still prefer to do just do an Update and let Subversion merge everything.
If conflicts are created, I can then use Edit Conflicts to resolve them. I
just find it easier and less error prone to let Subversion do it.
