You might have to set your LOCALE or something like that so that the CLI
knows how to convert from UTF-8 to the correct locale. You would do this
in a shell script prior to starting Eclipse.

You could also try JavaHL or JavaSVN. They do not rely on parsing CLI
output and work a lot better and much, much faster.

The next version of Subclipse will have JavaSVN included, but it is still
easy to install it in to the version you are running.
