We have carved out the necessary basics in svnClientAdapter to have a
JavaSVN adapter. And some initial work has been done by Cedric, one of
our committers. But he does not seem to have much time available to work
on this and no one else has stepped up to help. If the work on this
adapter was finished, it could just become a third option in our
preferences and perhaps someday would even become our default.

If someone in the community wants to step up just checkout the
svnClientAdapter project and start hacking. It comes with a decent test
suite that can exercise the adapter.
