I don't know. I recall someone on the Subversion list having a similar
problem trying to download from them. I think in their case they were
using IE and had not added tigris.org to some approved list.

I do not have any problem downloading that file with Firefox on Win XP.
FWIW, that doc is fairly out of date. I had never even seen it before you
just mentioned it.
