The only docs are the ones we ship for the online help. There was someone
actively improving them but he hasn't committed much of late. This would
be a great place for the community to step in and help out. The help is
just simple HTML.

the root URL should be the URL to the root of your repository. I will use
Subclipse as an example. Suppose you defined your URL as:

http://subclipse.tigris.org/repos/subclipse/trunk/Subclipse

The Root URL would be this:

http://subclipse.tigris.org/repos/subclipse

I generally always just define my repositories to the root URL, in which
case the values are the same, but if you do use a deeper URL, just enter
the value of the root.
