"Compare with" = "Synchronization"?

"Compare with base revision" and "compare with repository" both usually
report the entire file is different, while showing the two versions to
be mostly identical.

That is, the text on both sides of the compare window are all hilighted,
indicating they are different, and yet they are for the most part
exactly the same.

Is this considered "synchronization" and known to not work?

Or does "synchronization" specifically refer to "team synchronization"
and/or the synchronization view?
