I'll second that. For example, I'm looking for a release note that says:

  * Improved performance so that refreshes that used to take half an
    hour now take 5 seconds.

Note that most folks won't bother to download the tarball just to read
the ChangeLog so you have to put the enticing stuff outside of it. A
concise set of release notes would be preferred, but I'll take a link to
a ChangeLog.

Take my project, for example. Go to:

  https://sourceforge.net/project/showfiles.php?group_id=13357

and click on one of the release numbers. Try 7.4.80 for a major release
set of notes and 7.82 for what's closer to a patch release than a minor
release.
